Chhattisgarh Pradesh Swasthya Karmachari Sangh (CPSKS) on Thursday sat across the table with the state Chief Secretary Shri Amitabh Jain in a meeting at Mantralaya, Mahanadi Bhavan, over fulfilment of all those demands of the state health department employees that need financial sanctions of the state government. The meeting ended on a positive note.

The CPSKS delegation with whom the chief secretary held the meeting today was comprised of the association Patron OP Sharma, State President Alok Mishra, General Secretary Ashwini Gurdekar and Vice President SP Dewangan.This meeting thus held was in conformation of the promise of the state Chief Minister Bhupesh Baghel, and the positive outcome was that the chief secretary directed the concerned officials to do the needful.
It may be mentioned in the context that all cadre employees of the state health department had gone on indefinite strike under the banner of CPSKS in course of which the Deputy Chief Minister and also state Health and Family Welfare Minister TS Singhdeo intervened on last Sunday, gave assurance of fulfilment of the demands that need no financial sanctions, and also the minister later took a delegation of CPSKS to the state chief minister for a meeting in which the assurance of the state government’s looking into the demands finally came to CPSKS that day.

To the chief secretary, the CPSKS delegation reminded that earlier in order to wipe out the pay discrepancies of the state health department employees, the Directorate of Health Services on January 7, 2017 called a meeting of the committee that was constituted for the purpose and considered the demands. Again on April 24, 2017, a meeting of the said committee president and members was held with the establishment/ nursing/officer/employee in which necessary betterment in the pay-scale of the health department employees was recommended, and this matter then forwarded to the state government, is still pending to be solved, informed CPSKS General Secretary Ashwini Gurdekar and Vice President SP Dewangan through a joint press statement, further adding that the health department employees are waiting for the fulfilment of their demands over a long period of past thirteen years, but no order has been issued by the state government so far.

Detailing the demands, the CPSKS officials claimed as what the Directors of the health services and medical education departments, and the directorate of AYUSH had proposed regarding wiping out the pay discrepancies related to the posts of Staff Nurse, Sister Tutor, Deputy Nursing Superintendent, Assistant Nursing Superintendent, nursing and other cadres of state mental hospital, Sendari, and other different cadres, be all implemented.
In its charter of demands, the CPSKS named each and every post including lab technologist, ophthalmic assistant officers, radiographer, radiotherapy technician, dialysis technician, pharmacist and other posts.

For the vehicle operators having heavy vehicle driving license, CPSKS reminded the demand of according them level-6 pay-scale. For all the employees of Chhattisgarh government health department, CPSKS demanded 13-month payment in one calendar year. Promotion channel for all technical staff was another demand.
Regarding staff nurses, CPSKS underlined the demand that alike what is still being done in neighbouring Madhya Pradesh, the benefit of 3-4 incremental payments be continued for the nurses, and the decision of stopping the benefit and amount recovery be rolled back.
Initial payment of Rs 25,000 has been demanded for CHO, NCD and family planning counsellor. Benefit of time bound pay-scale to dresser, store-keeper, revision of hospital set-up, regularization of all contractual employees of the health department and Chhattisgarh State AIDS Control Society, Equal Pay-Equal Work, 62 years job security, were some of the other demands tabled.
In another demand that has notable mention of the AYUSH directorate, CPSKS pointed out that as many as 733 posts of part-time cleaners are approved for the offices and dispensaries under this directorate, on which the said category workers have been working over the past 40-50 years and presently their number is 720 each of whom is receiving monthly pay Rs 4980 only, so they be first converted into the status of full-time workers, services be regularized and be paid at the Collector Rate.
In another demand related to the nursing staff, CPSKS has maintained that this cadre workers need compulsorily to be clad in duty uniform, but the necessary washing allowance at present to them is just that Rs 70 per month, a sanction made long back. It was further mentioned that the risk of catching diseases is always associated with the nurses’ job, and several such instances have been recorded. Besides, the health conditions of the nurses deteriorate due to the night shift duties, CPSKS mentioned, and thus justified the demands of washing allowance, risk allowance, night duty allowance as Rs 1000 each per month. The washing allowance has not only been demanded for nurses, but also for the class-4 category employees at the rate of Rs 500 per month per worker.
What another demand of CPSKS carries is ‘Contractual’ appointments to all those workers of DKS Super Specialty Hospital who have been taken into service as daily wage earners under the advertisement for contractual posts.
After seriously going through each and every demand, the chief secretary gave necessary order to the finance department.
